That includes strength.
Sure, strength involves muscle size and condition… but it is also a set of skills that can be learned… quickly.

In the case of this move (Shrimp Squat) - where the objective is to get the back knee (but not the back foot) to the floor - some of the usual issues are:
-balance: achieved with correct foot positioning and tension
-ankle mobility: improved with warm ups, mobilisation, regressions (eg elevating the heel)
